Pathways to capability building
In 2017 the TEC commissioned a review of sector adult literacy and numeracy teaching capability.
In response to this the TEC funded Ako Aotearoa to:
- Develop a new capability building model
- Design new Professional Learning and Development courses
- Develop an Adult Literacy and Numeracy Effective Practice Model to give educators guidance in effective pedagogical practice
- Create the Tapatoru Ako Professional Practice Framework
- Develop a Māori Cultural Capability pathway and a Pacific Cultural Centredness pathway to help build educator cultural capability
- Prepare resources on learner agency.

A sector stakeholder meeting was held in November 2021 to further discuss the need for more flexible pathways to capability building. Download a copy of the Discussion Paper.
Further developments
As a follow-up from the presentation in March 2021 Ako Aotearoa published a Context Review to provide an overview of national and international literature, policy documentation, and research findings on building capability in the foundation education sector.
In November 2022 a follow-up sector stakeholder meeting was held to discuss the need to be more responsive to the diverse professional development needs of educators, and remove the barriers to learning. Download a copy of the Discussion Paper or the PowerPoint.
